Leeds City Council agreed a pre-let lease with hotel operator Premier Inn two years ago for a site on George Street in the city centre.
The plan is for a six-storey development to replace a number of vacant low-rise shop units. The hotel will fill the top five floors of the new building, with 143 rooms, while the ground floor will have commercial units and a council-run gym.
Having signed a pre-construction services agreement (PCSA), Clegg will now help with the design and planning to improve buildability, cost certainty and risk management.

Clegg Construction has worked on several projects in Leeds in recent years, including the 拢37m Fabric Works student accommodation scheme in Leylands Road, a multi-million-pound refurbishment of Hotel Indigo Leeds, and an 11-storey build-to-rent development of Spinners Yard. The company has also recently been appointed to build an eight-storey office development on the corner of Wellington Street.
